Dong Xiaobing, male, born in September 1972 in Chang'an, Shaanxi Province, is a member of the Communist Party of China. He holds a full-time university degree, a Master's degree in Law, and an associate professor.
Currently serving as a member of the Standing Committee of the Party Committee and Vice President of Xi'an University of Technology, responsible for school development planning, campus infrastructure construction, continuing education, vocational training, international cooperation and exchange, domestic cooperation, and alumni liaison; Responsible for the Development Planning Department, Infrastructure Department, Qujiang Phase III Construction Management Department, Continuing Education College, Vocational Training College, International Cooperation and Exchange Department, Domestic Cooperation and Alumni Department (Provincial and Ministerial Joint Construction Office).
Graduated from the Philosophy Department of Nanjing Political College of the People's Liberation Army in July 1995. He has served as a Marxist theory instructor at Kunming Army College and Xi'an Army College, a member of the Political Department of the 28th Joint Logistics Division of Lanzhou Military Region, director of the Academic Affairs Office, director of the Political Work Department, and deputy director of the Training Department at Xi'an Political College.
Engaged in long-term research on education and teaching management, as well as military talent cultivation. I have presided over one military science project funded by the National Social Science Fund, participated in three research projects funded by the Ministry of Education and the military, won one first prize for military level teaching achievements and one second prize for excellent political theory research achievements in the military. I have completed more than 10 consulting reports and published over 30 articles publicly. He was awarded the third class merit four times and was commended by the Fourth Headquarters of the People's Liberation Army as an "outstanding staff officer in the whole army".
Appointed as a member, standing committee member, and vice president of the Party Committee of Xi'an University of Technology in December 2018.
