The University has consistently adhered to the principle of open education, actively serving China’s national strategy for opening up education to the outside world and supporting the needs of high-level regional opening-up. It continues to optimize its recruitment, cultivation, and management service system for international students. Through systematic planning and steady implementation, the University has established a well-structured and diversified international student recruitment framework. At the undergraduate level, multiple enrollment pathways have been developed, including cohort-based class enrollment and program-based recruitment, effectively expanding the scale of high-quality international student intake. Meanwhile, recruitment pathways for master’s and doctoral students, as well as non-degree students, have been continuously improved, forming a comprehensive enrollment system covering different academic levels and learning needs. To attract outstanding international students, the University has established a three-tier scholarship system jointly supported by the University, Xi’an Municipal Government, and Shaanxi Provincial Government, providing strong support in academic incentives and living assistance, thereby enhancing both attractiveness and students’ sense of belonging.
In terms of management and services, the University adheres to a student-centered approach and continuously improves its internationalized management mechanisms. Comprehensive regulations and procedures have been established across the entire student lifecycle, including admission, academic training, study guidance, and graduation procedures, promoting standardized, refined, and well-regulated management practices. The University has developed a dedicated management team combining full-time and part-time staff members for international student affairs, strengthening professional competencies and service awareness to continuously improve administrative efficiency and service quality. To further integrate resources and strengthen institutional support, the University is enhancing its international education framework through improved organizational structures, staffing arrangements, and resource allocation, striving to build a more professional, efficient, and convenient management and service system for international students. At the same time, the University attaches great importance to the daily management and pastoral care of international students, strictly implementing safety education, holiday services, academic guidance, daily life support, and cultural integration programs to ensure that international students can study and live comfortably and successfully on campus.
