
Ma Liang, male, Han ethnicity, born in April 1972 in Xi'an, Shaanxi Province, is a member of the Communist Party of China and an in-service graduate student. He holds a Master's degree in Business Administration and a Master's degree in Military Science, and is a lecturer and economist.
Currently serving as a member of the Standing Committee and Deputy Secretary of the Party Committee of Xi'an University of Technology, responsible for school propaganda, ideological and political work of teachers, construction of teacher ethics and style, trade unions, party building in government agencies, management of state-owned assets, bidding management, and other related work; Responsible for the Propaganda Department of the Party Committee, the Teacher Work Department, the School Trade Union, the Party Committee of the organization, and the Asset and Tendering Management Office; Assist the Party Secretary in overseeing the work of the Party Committee Organization Department (Party School, Rural Revitalization Office).
He has served as the Director of the Party Committee (Personnel Department) of the Organization Department of the Shaanxi Provincial Party Committee, Deputy Director of the Youth Cadre Department, Director of the Cadre Education Department, and Director of the Propaganda Cadre Department.
Appointed as a member, standing committee member, and deputy secretary of the Party Committee of Xi'an University of Technology in September 2022.
